Project Overview

Pact is currently seeking a team of high-caliber experts to design, develop and manage a planned multi-donor-funded Decentralised Rural Electrification Facility that will provide high-quality services to the nascent rural electrification sector in Myanmar. The facility will sit at the nexus of the supply, demand, policy, and financing of current and future decentralised rural electrification initiatives. Candidates will be passionate about energy as a driver of economic growth; will be passionate about the role of renewable energy; and will have outstanding experience and credentials in a range skills that the Facility will be expected to provide, including but not limited to policy advocacy, investor matchmaking, development and demand creation at the community level, research and knowledge management. Position Purpose

Pact seeks an experienced Managing Director to lead the Decentralised Rural Electrification Facility, a multi-donor facility that is expected to play a pivotal role in transforming rural access to energy in Myanmar. The Managing Director will lead a team of energetic professionals who are results-oriented and dedicated to the pursuit of excellence in a challenging and diverse environment. In order to accelerate rural economic prosperity through energy access and use, s/he will provide day-to-day leadership and management of the facility and will closely engage with the Facility’s members and clients as well as with potential new funding and technical partners to expand the facility’s reach and impact. S/he will stay abreast of latest developments in rural energy access and productive use of energy and will guide staff, partners, and clients in developing effective strategies to increase rural energy access in Myanmar.  

Key Responsibilities

The Managing Director will demonstrate exceptional performance in the following functional areas:
  • Oversee the facility’s financial performance, investments, grants and other business ventures
  • Lead thought leadership and technical excellence in rural energy access, social enterprise/business development and market-based approaches
  • Lead technical writing and oversee the production of high-quality proposals and other written materials for a wide range of stakeholders
  • Work with partners to set vision and drive the reflective thinking and strategic planning necessary to achieve the goal of improving both policy and practice
  • Leverage internal and external relationships to maximize the facility’s impact within the decentralized rural energy context and to strategically galvanize policy efforts
  • Design and facilitate highly impactful and appropriate strategic convening events for facility’s public representation, networking, information exchange and energy access advocacy
Basic Requirements
  • MBA or equivalent technical or management degree     
  • At least 10 years of multi-country experience in international development, private sector business, market-based development, social enterprise and/or business development and rural energy access programming
  • Proven experience in managing diverse groups of high-level staff of various nationalities and cultural backgrounds
  • Proven experience in building high-level, productive relationships with a diverse group of Myanmar and international donors, government and development agencies stakeholders, including high levels of diplomacy and trust-building with actors in Myanmar
  • Demonstrated knowledge of both non-profit and private sector organisations; at least seven years’ experience and proven track record of proactive fundraising and resource mobilization
  • Demonstrated excellence in financial planning and management
  • Commitment to live and work in Myanmar; willingness to travel extensively in challenging conditions
